				If deagol is correct about 'hurry!' (which I suspect is accurate because of the exclamation), then this might be another double-bagged puzzle. A substitution cypher which has been anagrammed.
The numbers could be part of an address - "Hurry!" could indicate another drop.

				I don't know if that can help, but  SALT is a term used in cryptography:

Good point.  If so, those 2-letter words may be a good starting point, there's "only" 20-something common 2-letter words.

If vvzcj is rrxxx.  That leaves you with zcj = uyh (straight or box).  the two letter words are "he", "us", "my", or "by".
Thats assuming all the words are anagramed sperately.

Thats assuming all the words are anagramed sperately and then a substitution was done.  my cannot be used at the same time as by. If each letter in the ciphered code represents another letter. 1 for 1.

I'm afraid Trainer's suggestion was more devious than that 

 it's that the message has been anagrammed and then encrypted using a substitution cipher.  If so, we need to decrypt then de-anagram.

				Kas - the problem of the anagram is that it could be coded THEN anagramed, which means that we're not looking for words when we de-anagram it.
